State Government, Council Set Adelaide CBD Development Targets for 2024

The Capital City Committee has moved to endorse its annual program of priorities that will shape joint work between the state government and Adelaide City Council on the Adelaide CBD.

The arrangement, established in 1998, exists because the square mile plays a distinct part in South Australia’s commercial, cultural and civic activity. The committee treats that role as shared responsibility rather than separate council business, so decisions on planning, transport and evening activity now move through one channel instead of two.

Side streets and laneways already carry the first round of activation projects under the current priorities. Responsive planning rules, an active transport policy, early-evening and late-night economy measures, environmental sustainability targets and smart-city connections are listed for further work. These items sit inside the single endorsed program that both partners must follow each year.

Renew Adelaide model continues in empty CBD spaces

Renew Adelaide receives direct funding from both the state government and the city council to place creative enterprises inside vacant commercial premises. Property owners agree to short-term, rent-free occupation on a rolling 30-day cycle, allowing projects to start quickly when they show community or creative benefit. Retail outlets, galleries and small live-music venues have already opened under the scheme. The same model helped push liquor-licensing changes that eased rules for small venues, drawing support from developers, creative groups and small businesses. The program has since moved into Port Adelaide but keeps its core focus on the Adelaide CBD.

Bars such as 2KW illustrate the type of activation the committee wants to see repeated. The joint approach gives property owners and operators a clearer path when they seek approvals for similar uses.

Council and state officials will meet again soon to settle the next endorsed program. The choices will decide which laneways receive new activation funding, which transport projects move first and how sustainability and smart-city work will be sequenced.
