Adelaide CBD Updates By-laws Following 2024 Community Review Process
Updated rules for permits, signs, waste and public spaces in the Adelaide CBD began rolling out in stages following community consultation on minor legislative adjustments.

City of Adelaide by-laws covering permits, moveable signs, local government land and waste management came into force on 5 January 2025 after a required seven-year review under the Local Government Act 1999 (SA).
The review addressed the need for periodic updates to maintain clear governance in Adelaide CBD streets, parks and markets. Council presented draft versions to its City Planning Development and Business Affairs Committee on 11 June 2024, then endorsed final versions on 27 August 2024 once feedback closed.
Feedback from Adelaide CBD users
People living, working and operating businesses in the Adelaide CBD supplied input during the consultation period. Much of that input focused on questions about gender-inclusive public facilities, placement of A-frame signs on footpaths and rules for residential waste collection and compliance. Other comments supported the overall direction of the changes while seeking greater clarity on day-to-day application.
Those themes emerged across written submissions that council later summarised in a report presented to elected members. The process allowed residents and traders to highlight practical issues they encounter in central city locations such as Rundle Mall and the Central Market precinct.
Further amendments finalised
After the initial 2024 by-laws were adopted, the Legislative Review Committee requested three small wording changes to improve clarity. Council approved the Miscellaneous Amendment By-law 2025 (By-law No. 10) on 22 April 2025. It appears in the South Australian Government Gazette on 1 May 2025 and begins operating on 1 September 2025, giving Adelaide CBD businesses and visitors several months to adjust.
The amendments require authorised officers to apply a reasonable test when assessing moveable signs and tighten licensing references for forklift use inside the Central Market while fixing an internal cross-reference in the Local Government Land By-law.
