Apartment Fast-Track Fund and Height Reforms Target Housing Supply in Adelaide CBD

The government has launched a $500 million Apartment Fast-Track Fund that will act as a pre-sale guarantor for up to 50 percent of dwellings in eligible off-the-plan developments in the Adelaide CBD, with a focus on apartments priced under $1 million. This measure is expected to support the delivery of new apartment stock directly in the central business district where residents live and work.

New planning reforms that began in October 2025 allow pre-approval of building heights that add 10 to 15 floors, up to approximately 60 metres, across most of the CBD following an agreement with Adelaide Airport. These changes are projected to enable higher-density residential construction in the area.

Stamp Duty Changes for Buyers and Downsizers

Stamp duty has been abolished for eligible first home buyers on all new homes regardless of price. A $77 million stamp duty concession is also available for residents aged 60 and over who downsize to a smaller home. For Adelaide CBD residents who are first-time buyers or older homeowners, these adjustments reduce one of the upfront costs associated with purchasing property in the district.

The state's $2.5 billion 2026-27 housing package includes the $500 million Apartment Fast-Track Fund, a separate $500 million Housing Fast-Track Fund for acquiring strategic land such as Warradale Barracks, and a $1.3 billion Rent to Own program. These elements are intended to expand the range of housing options available to local households.

Construction Timeline and Project Details

Construction is set to begin in early 2026 on the Franklin Street bus station site for a 392-apartment mixed-use development. The project will include the city's first build-to-rent tower and at least 35 percent affordable housing units. Adelaide CBD residents may see additional rental and purchase choices as this development and others supported by the fund proceed.
